The article discusses the principles of the formation of qualitological competence of heads of pre-school educational organizations, which is an essential factor in improving the quality of education following the guidelines. The formation of qualitative competence of the head of PSE is carried out in postgraduate education, i.e., professional development. In professional development, we consider the theoretical and methodological basis for the formation of qualitative competence of the head of PSE as a combination of competence, personal activity and systematic approaches.
